Working on Water for the West

Nevada Water Partners proposes a cross-border coastal desalination framework designed to offset Colorado River allocations and protect municipal water security across six Western states.

Exchange Mechanics

Interstate Infrastructure Framework

Coastal Desalination

California Facility & Water Production

The proposed initiative structures private capital markets and federal loan support to construct a large-scale coastal desalination plant in California, supplying municipal fresh water directly to coastal demand centers.

Colorado River Exchange

Interstate Trade & Basin Offset

Produced coastal water is structured for exchange against a portion of California's Colorado River allocation, releasing inland water security to benefit Nevada, Arizona, New Mexico, Colorado, Wyoming, and Utah.

President Donald J. Trump 1600 Pennsylvania Ave. NW Washington, D.C. 20500

Dear President Trump,

Your amazing negotiating abilities have provided America with a solution that has evaded US Presidents for the last 50 years. The $550 billion you wrestled from Japan during the tariff negotiations will be able to secure a Republican majority in Congress in November and fix the US economy to boot.

The 45 million Americans who are dependent on the dwindling water supply of the Colorado River and the next 5 generations of their descendants will owe you their heartfelt gratitude for fixing the water shortage and thus providing for the water security, growth opportunity and economic viability of their communities. There is no issue more important to them than water. If you choose to focus the nation’s attention on this issue, it should win all 29 Congressional seats in Nevada, Arizona, New Mexico, Colorado, Wyoming and Utah. It may even turn some of the seats in California.

If $1.6B from the United States Investment Initiative is provided as a loan for the construction of a desalination facility in California, we will be able to trade the water generated there for a portion of California’s share of the Colorado River. We will raise $200M in bonds and an addition $200M from capital markets. Positive discussions with Nevada’s State Treasurer have begun and we have a commitment from a former managing partner from Goldman Sachs to help with the private sector fundraising. $16M has been spent constructing the legal framework that allows the trade of water between Nevada and California. We have written permission from the California Coastal Commission and approval from the EPA for testing of this desalination technology. We are highly confident this will lead to approval for continuation of the project and construction of the world’s 5th largest desalination plant.

We have spoken with the Japanese government to obtain their support of this use of the funds. Those discussions have been proceeding well so far, and have reached the level of their consulate. We anticipate that the company that has gained approval from the California Coastal Commission will be purchased (possibly supported with funds from large US banks/investors) by the large Japanese bank Softbank. This will allow that entity to demand the $2B cost of construction of the facility to be paid in Yen. This will create demand for the Yen that will slightly support the Yen. If US Treasurer Scott Bessent announces that the remaining $500B in the USII fund will be spent in the next two years in Yen through similar vehicles, that threat will be enough to prevent any currency trader from betting against the Yen. This will allow our Treasurer to succeed in supporting the Yen, thereby preventing the massive sale of US stocks caused by a falling Yen that would otherwise ensue and thus he will protect the savings of America’s senior citizens, and all Americans, saving the US economy.

Our cost of water production appears to be significantly lower than the costs being claimed by other desalination projects. This should allow us to truthfully be able to raise the $2B that we need even without the federal funding. However, everyone on our board is a patriot and we feel that the complex structure we proposed above, although not the most lucrative deal we could construct, will be the deal that has a real chance of saving the US economy and helping you save our country. It is our hope that we build a company that makes America proud as we install desalination plants around the world, projecting American technological dominance, benevolence, and values to those countries that need it most while at the same time bringing tremendous wealth into the American economy. Thank you for taking a few moments of your very valuable time to consider this proposal.
